Gameplay: It's Call of Duty so plays very good.
Graphics: Despite the sub HD resolution, it's unscaled, Modern Warfare 2 looks good. In my opinion other games, Killzone 2 and the newer Battlefield Bad Company 2, look better.
Story: In the campaign you play as various characters within Task Force 141: British SAS Commando, American Ranger and a CIA Agent. You'll fight every where from Russia to the Middle East to South America and every where in between, you wont be alone though, British, American and, twice, Australian NPCs will back you up. The levels are quite varied, stealth to all out three way fire-fights, but you'll always do the same thing: get from A to B and kill every thing in between. Even though there are plot holes, some large enough a tank could drive through them, the single player is above average, it does only last about 6-7 hours though.
Spec-Ops: The Spec-Ops mode is new and slightly refreshing for the FPS genre, you can play either alone or with a partner, online and splitscreen. Spec-Ops is divided into five groups: Alpha, Bravo, Charlie, Delta, and Echo. After completing a mission you earn up to three stars. The more stars you have the missions you can play. There are 23 missions with 69 stars.
Multiplayer: Modern Warfare 2 uses a terrible matchmaking service, with no dedicated servers, just player hosted matches, so if you manage to connect to a game you'll almost always have a high Ping. There is a limit of 18-players, not the norm of 32 players. There's some new kill streak rewards some of which are ok, unlike the AC-130 or the Nuke which are just stupid. Weapons have just been jumbled around, with the AK-47 being unlocked last at level 75, but the 50. Cal Sniper Rifle unlocked first, add this to thermal scopes and heartbeat sensors it just breaks the game for me. Essentially there are much better online games, Call of Duty 4 being one.
Bottom Line, and yes I know it's above me: No, I would not recommend this to a friend, but they would buy it anyway.

Modern Warfare 2 arrived with a week and in perfect condition. Very easy shopping from CD Wow and much cheaper.

Single Player campaign: Fairly pointless; this serves more as an intro to some of the skills that you will be using in the multiplayer game. It lasts approximately 5 hours (on Veteran difficulty) and was somewhat confusing, but provides several large set-piece battles, allowing for some nice graphical setups / interesting shooting scenarios.
Note: Unlike CoD: MW1, the SP campaign is not co-op at all [so no co-op online / local].
Spec Ops: Essentially the co-op campaign for MW2, this has the player run through several scenarios [generally taken from the SP] with a partner [online / local via system link or split screen]. There are several cool concepts utilised, such as having one player in an AC-130 gunship, while the other player is on the ground and trying to move to a particular destination. A lot of fun, but best played with a partner.
Multiplayer: The big one - MW2 excels in multiplayer. The sheer number of game modes is great, and the RPG-esque leveling system [gain experience for every kill / game-mode based action (ie. planting a bomb / capturing a point)] gives players plenty of reasons why they should keep playing. Each weapon has also got their own challenges and unlocks [eg. assault rifles begin with no attachments, but after 150 kills with the weapon, will unlock a silencer, grenade launcher, red dot scope, etc].
In short, the SP and Spec op campaigns are nice, but players will have their attention held by the MP - warning however: MP becomes very addictive!!
Note: Australian players shouldn't need to worry about online lag in their matches - the game works great.
